Do Employers Have to Pay Salaries Through WPS in the UAE?
Private-sector establishments registered with MOHRE generally must pay employee wages through the applicable Wage Protection System. The current WPS framework is governed by Ministerial Resolution No. 340 of 2026, with specific exclusions and requirements.
When Must Employers Pay Employee Salaries in the UAE?
Employers must pay wages on the applicable due date under the employment contract and WPS rules. Current UAE Government guidance states that salaries for the previous month are due on the first day of each Gregorian month under the 2026 WPS framework.
Can an Employer Withhold an Employee's Passport in the UAE?
UAE law prohibits employers from withholding workers’ official documents. Employers should not retain employee passports as part of ordinary employment practices.

What Happens If an Employer Fails to Meet Its Legal Obligations?
Non-compliance can expose an employer to administrative action, penalties, employee complaints, MOHRE proceedings, or employment disputes depending on the nature and seriousness of the violation.
Do Employers Have Specific Obligations When Hiring Emirati Employees?
Employers hiring Emirati employees in the private sector must comply with several requirements, including:
- Work permits: Obtain and maintain the required MOHRE work permit for the Emirati employee and cancel it when employment ends.
- Employment contracts: Provide a compliant employment contract that accurately reflects the employee’s role and terms of employment.
- Wages: Pay the employee’s salary through the approved wage-payment system and ensure it meets the applicable minimum monthly wage of AED 6,000 from 1 January 2026.
- Pension and social security: Register the Emirati employee with the applicable pension or social-security authority and make the required contributions within the prescribed deadlines.
- Emiratization: Meet the Emiratization targets applicable to the establishment and ensure Emirati employees counted toward those targets meet the relevant employment, salary, work-permit and pension-registration requirements.
- Workplace and training: Provide a suitable workplace, the tools required for the role, and appropriate training and professional development.
