Oqood is DLD’s provisional registration system used for qualifying off-plan sales. DLD’s current service states that the signed SPA should be registered in the provisional register within 90 days of signing
Potentially, but the statutory procedure must be followed. Law No. 19 of 2020 requires the developer to notify DLD, after which DLD verifies the alleged breach and serves a 30-day notice on the purchaser before the developer’s statutory remedies may proceed.
It depends on project completion and the applicable circumstances. Under Article 11, where completion exceeds 80%, or is between 60% and 80%, certain termination scenarios may permit retention of up to 40% of the unit value; where construction has started but completion is below 60%, retention may be up to 25%, subject to the statutory conditions and refund rules.
Where a project is cancelled by a final reasoned RERA decision, Article 11 requires the developer to refund purchaser payments in accordance with the procedures under Law No. 8 of 2007.
